NO. Vietnam has never had truly free and democratic elections. In fact, the US was notable for effectively preventing voters in South Vietnam from voting for unification with North Vietnam in 1956.

After US President Lyndon Johnson's easy victory in the 1964 US presidential election over Barry Goldwater, LBJ had received America's endorsement. As for Vietnam, the way to improve anti-Communist prospects in South Vietnam,was to use the lever of air strikes against North Vietnam. This would pressure Saigon leaders to achieve political stability, improve its army and suppress the Buddhist monks and get rid of incompetent officials.
Eisenhower never briefed Kennedy on Vietnam when he took over office. Which surprised JFK when Vietnam began to fester; Ike had briefed Kennedy on Laos! Apparently Laos was what Eisenhower believed would be the key trouble spot in Southeast Asia. No one, not the military, not the civilians, probably not even the CIA and other covert organizations believed Vietnam would erupt into what it did.
