It's man's nature (and quite possibly the nature of all living things, plant life included): if a living organism cannot get what it needs in order to survive peaceably, then it will use force to obtain it. Or, if something cannot escape from danger, it will fight.
Unless both sides in a dispute desire peace, and can reach an acceptable compromise, then conflict is likely to eventually result.

So, yes, diplomacy must run its course befire any type of force is used to settle disputes.
