Confederate leaders agreed to let food supplies in, but then attacked the ships.
Lincoln chose not to respond with force to the Confederate threat to Fort Sumter primarily to avoid provoking a larger conflict that could lead to widespread war. He aimed to maintain a sense of national unity and hoped to avoid alienating the border states. Additionally, Lincoln believed that reinforcing the fort without provocation would demonstrate the federal government's commitment without escalating tensions unnecessarily. This cautious approach ultimately led to the outbreak of the Civil War when Confederate forces attacked the fort.

When the Confederacy took control of Fort Sumter in April 1861, President Abraham Lincoln responded by calling for 75,000 volunteers to suppress the rebellion. He viewed the Confederate attack as an insurrection against the Union and believed it was necessary to maintain federal authority. Lincoln's decision to call for troops marked the beginning of the Civil War, as it galvanized both the Union and Confederate sides to prepare for armed conflict.

The presence of a Confederate force operating near Washington DC, in 1864, under the command of Confederate General Jubal Early, became more than an irritant. President Lincoln's hope of attacking the rear of Early's small army was not possible due the inadequate forces available. In Washington, General Halleck sent word to Grant in Virginia, with an important message. As per war documents, Halleck said the following: " If you propose to cut off this raid and not merely to secure our depots, we must have more forces here."Lincoln also contacted Grant by letter. In part it read the following: " I believe with decent management we can destroy any enemy who crossed the Potomac..". And Lincoln ordered Grant to "bring reinforcements with you personally". And, Lincoln continued, "make a vigorous effort in this vicinity to destroy the enemy's force". Lincoln urged Grant to act promptly. General Grant did not respond to Lincoln's order. He believed that General Hunter could handle the situation. Historians write that Grant did not wish to damage his own prestige by returning to Washington without a victory at Petersburg. Grant tried to allay Lincoln's fears by telling him that it would damage public opinion of the situation if he (Grant ) had to leave his position in Virginia.
