Congress passed the Reconstruction Act of 1867
The South had developed a more balanced economy after Reconstruction
democrats had gained enough power to make a change
The different approaches to the reconstruction were number one,the executive or presidential approach. The second was the legislative or congressional approach. The last was the judicial approach. The purpose of the executive or presidential approach was mainly to change charity for southern whites and to get a whole new government. Basically they wanted to be done with the old an in with the new. The legislative or congressional approach set a republican goal to maintain their power and they saw a purpose in the using of the Southern Black vote. They wanted to continue to run things the way they had been doing so and figured if they get the Blacks on their side their vote would help them in this goal. The last the Judicial approach showed the continued struggle between federal and states rights advocates over who should have more power and control.
Reconstruction changed life in the South in several ways, but only temporarily. First, it helped the emancipated slave populations to assume leadership roles in Southern society and otherwise break with their enslaved pasts. Second, it served as a stabilizing and development factor for industrial and agricultural rebuilding throughout the South.
Each state that had seceded from the Union had to go through several steps. They had to permanently abolish slavery, have a fraction of all men sign a loyalty oath to the United States, and agree never to attempt to secede again.
may change based on program requirements at the time of readmission

The South had developed a more balanced economy after Reconstruction
Congressional Reconstruction had mixed results. It successfully passed the 14th and 15th Amendments, which granted citizenship and voting rights to African Americans, and established some political gains for Black citizens in the South. However, it ultimately failed to ensure lasting change, as systemic racism persisted, leading to the rise of Jim Crow laws and the disenfranchisement of Black voters. By the end of the 1870s, the withdrawal of federal troops marked a retreat from these gains, indicating its limited long-term effectiveness.
The increasingly radical nature of congressional Reconstruction can be attributed to the growing frustration among Northern Republicans with the slow pace of change in the South and the persistent resistance from Southern Democrats. Following the Civil War, Congress sought to impose stricter measures to ensure civil rights and political participation for freed slaves, culminating in the passage of the Reconstruction Acts. The desire to protect these advancements and to prevent former Confederates from regaining power fueled more radical policies. Additionally, the assassination of President Lincoln and the rise of more militant leaders in Congress intensified the push for transformative reforms.
