Americans understand that if they are not willing to defend their country when it is attacked, they will lose it. Young men were recruited into the army with the help of a famous poster announcing "Uncle Sam Wants You!"

Basically using the tried and true method of insisting that the population and country itself is under great threat, and to insist that any who should denounce such a move toward warfare as traitors or unpatriotic. The majority of the public will then begin to follow general group-think principles. It happens the same in every country, and it works every time.
