Germany was forced to sign the Treaty of Versailles in June, 1919. The Treaty made Germany have to pay for economic injury, restitution for soldiers and family, and 33 billion dollarsfor damages.
Basically, all of its wealth. The country was essentially bankrupt.

$304 Billion Total, which came from The US Department of Treasury. Except, the country only supported to pay back $136.8 Billion when President Kennedy took office. Thus to make up the rest of the remaining debt, which was $167.2 Billion, he issues "war bonds" and trusts, in which, later to become, President Roosevelt was the first to accept and purchased a bond to help out.
