Germany would invade the country with their superb tactic called Blitzkrieg, meaning Lighting War. Using Stukas and bombers to bomb military targets, tanks followed by infantry would then spearhead across the country then deafeate and occupy. As an occupation force it applied Martial Law, enforcing curfews and other sorts of actions. The Gestapo and SS usually were the troops who policed the cities, while the Wheremacht and Waffen SS troops stayed on the frontlines being engaged. The attacks frequently occurred on a Sunday or a public holiday in the target country. Great use was made of the fifth column to secure building, bridges and essential services such electricity supplies. Roads and railways were bombed to hamper enemy troop movements, refugees were targeted to cause chaos and confusion and further impede the enemy. In the west, after capitulation a charm offensive usually took place to persuade locals that they had nothing to fear but everyone in any form of civil authority was removed and replaced by nazi sympathisers who would themselves be supervised by the Gestapo. As time went on control and domination of the occupied country quickly became total.

How did the Allies expected Germany and Japan to surrender?

Not sure if I understand the Question. But the Allies had decided that they would only accept Unconditional surrender. That means that the country would give up all rights to having an army and allow the Allies to occupy their country as needed until a new government is formed. Italy, Germany and Japan surrendered unconditionally.
