To try to understand the phrase Lincoln uses at that point in the speech you need to have some context for the phrase and the speech itself. The speech was given in March of 1865 and Lincoln had been re-elected and was in the position of the victorious leader. The Union was within a month or so of winning the war and everything pointed to that when Lincoln gave the speech. The phrase is from The Bible Psalms 19:9. Lincoln uses it to reinforce the message he was giving to the American public. That message was not just to the Union and the victorious side but to the soon to be defeated Confederates. I believe he was trying to say that Slavery was the cause of the war, and perhaps, just perhaps, God believed that Slavery was an offense against God. Lincoln was giving the idea out to the entire nation that if that was the case, then God was punishing both sides for that offense of Slavery. Lincoln goes on to say that maybe God is not done with his punishment and that maybe the war is not at an ending. He then uses the phrase you ask about. I think he was using the phrase to say that the question was one of God and that we humans can try to understand but that the final outcome would be in God's hands. Tom Williams I hope this helps answer a question that might have many answers
No. Military and government pensions are exempt from judgment creditor action. However, the judgment debtor should keep in mind that it is his or her duty to inform the court that such funds are exempt from attachment. Exempt monies such as pension benefits, SSI, SSD, etc. should never be commingled with other funds in any bank account.

Beliefs on what happens when you die vary from denomination to denomination. Some churches do believe exactly what you say, that the dead rest until Judgment Day and only at that time will the righteous go to Heaven. Other churches believe that personal Judgment is proximate to the individual's death, and that the righteous go to Heaven to await the Second Coming. Some churches may also believe that the wicked go immediately to Hell, or may believe that only the righteous experience eternal life and the wicked are made to rest until the Final Judgment at which time they will be destroyed or relegated to Hell. Further, some churches have a separate realm where souls are "purified" before entry into Heaven, which may be as soon as the soul itself is ready or may require waiting for Judgment Day.
God does not have to investiagte anything to pronounce judgment on a person. God knows our thought and intents without any investigation. Psalms chapter 1 verse 4 means that God stands firm through the test of time while the wicked man's days are numbered.~Psalm 11 Blessed is the manwho does not walk in the counsel of the wickedor stand in the way of sinnersor sit in the seat of mockers.2 But his delight is in the law of the Lord, and on his law he meditates day and night.3 He is like a tree planted by streams of water, which yields its fruit in seasonand whose leaf does not wither.Whatever he does prospers.4 Not so the wicked! They are like chaffthat the wind blows away.5Therefore the wicked will not stand in the judgment, nor sinners in the assembly of the righteous.6 For the Lord watches over the way of the righteous, but the way of the wicked will perish. This is a short chapter. Read over it, it is contrasting the wicked and the righteous men.The declarations of the righteous man are:BlessedDelights is the lawHe is like a well watered treeHe yields fruitHe prospersThe wickedHe has no foundation and is easily blown awayHe will not stand in the righteous judgment, or in their assemblyHis ways are the paths to death
