Because of an oversight and Military strategy
There were 18,200,000 listed personnel in all branches of the German military at the time (wermacht, luftwaffe, etc). Bearing in mind some of those were captured citizens of other nations, or volunteers not German, that number isn't 100% accurate. Over 5,500,000 of that number were killed. Well over 6,000,000 wounded. So of that number, roughly 6 million remained totally unscathed. All in all, roughly 13 million German soldiers survived the war.
It is estimated that approximately 1 million and 700,000 German soldiers died during World War I. About 8.7 million Russian soldiers died during this war.
The soldiers suspected the Johansens might know where Ellen's family had gone because Ellen had lived with the Johansens for a while and they were close friends, so the soldiers believed they might have information about her family's whereabouts. The Johansens were also involved in the resistance movement, which made the soldiers suspicious and led them to question the Johansens.
To give the news of the German news paper
The Johansens did not look in Lise's things in "Number the Stars" out of respect and to honor her memory. They wanted to preserve her belongings as a way to keep her close to them in spirit. It was a way for them to remember and cherish her, rather than invading her personal space.
The soldiers were German, from Germany.
The Johansens travel from Copenhagen, Denmark to Gilleleje, Denmark in the book "Number the Stars" by Lois Lowry.
