SALT 1 refers to a round of negotiations called the Strategic Arms Limitation Talks. between the United States and the Soviet Union with regard to limitations on ballistic nuclear weapons. SALT I refers to the first round of talks and led directly to the Anti-Ballistic Missile Treaty as well as an interim agreement between the two powers.
There are two terms in reference to this concept. States with nuclear arsenals are the United States, Russian Federation, United Kingdom, Republic of France, People's Republic of China, State of Israel, Republic of India, and Pakistan. North Korea has detonated warheads, but the existence of an arsenal is unknown. Nuclear capable states often regard those with the knowledge, technology and infrastructure to where they can rapidly design, fabricate, test and deploy a nuclear weapon. These notable states include Japan and Brazil. There are also NATO states in Europe with forward deployed American strategic warheads, making these states defacto nuclear.
It's used to order a unit to form up against a doorway or entrance in order to begin breaching and then clearing an area or room. When forming up you can be carrying certain tools or weapons for the breach and so have to be at the right position in the "stack".
Total war means the complete mobilization of personnel and resources towards a war effort. There are moral dilemmas encountered when engaging in total warfare. The most important is that civilians become involved in manufacturing goods and weapons. The other main dilemma is that rival armies generally have no regard for non combatant property.

The government must keep up with nuclear technology with regard to weaponry for the simple fact that other nations are armed in like fashion. If we disarmed, other nations who have nuclear weapons would not (because some of them are really evil). We do "use" them (in a sense) to remind the despots and terrorists of the world that we have them. Failing to maintain armament superiority in the eyes of the world would be tantamount to being the kid who gets beaten every day by bullies in the school-yard. Nuclear weapons are (unfortunately) necessary to maintain peace and stability in the world today.

Under the United States policy of Proportional Response, an attack upon the United States or its Allies would trigger a force-equivalent counter-attack. Since the United States only maintains nuclear Weapons of Mass Destruction, it is the stated policy that the United States will regard all WMD attacks (Biological, Chemical, or Nuclear) as a nuclear attack and will respond to any WMD attack with a nuclear strike.
