Clinton signed up for Army ROTC but then decided to not do it. So he got out of ROTC. But because he was in it for a short period of time, he was ineligeble for the Vietnam draft. Most people think he is a draft dogder and he only signed up so that he could quit it and not be drafted into the military. People thought that since he 'made sure' he didnt have to join, he wouldn't be able to lead those who volunteered for the military. Clinton denies dodging the draft. But nothing has been proven or disproven.
