There were many incidents where ships or aircraft or soldiers came too close in contact and an incident broke out. Example: In the late 1950's and early 1960's, the US sent spy planes over Russia. Gary Powers was shot down in a U-2 and he was used in exchange for a Soviet spy. There were conflicts with N. Korea (even after the Korean War) that occurred when the Koreans fired on a US "spy ship" the USS Pueblo".
