In the beginning of the war, Southerners and Northerners signed up for the military because they thought it was going to be short. However, it was not. In 1863 Congress passed the Conscription Act which made all able-bodied males between the ages 20-45 years of age to be in the military for at least three years. A few months later about 50,000 Irish immigrants took riots into NYC in opposition to the draft attacking and beating African Americans.

This was because the Irish immigrants didn't have any jobs, because the African Americans were there taking more jobs as well. Sometime after McClellan was replaced by Burnside in the war did it actually become about slavery.
