Hash marks indicate years of service
I am not 100 percent certain, but I believe this is a patch for a WWII Army Air Force aircrew radioman. It would have been worn on the lower right sleeve of his uniform jacket.
A Sergeant has three stripes in the US military and a Corporal has two (if the stripes are located on the upper arm). If the stripes are located on the lower arm and are better described as slashes (just above the wrist) those are indicators of time in the service. Each slash represents 3 years in the Army and 4 years per slash in the Marine Corps.

The 6-month overseas stripe is worn on the US uniform on the lower LEFT sleeve, just above the cuff. During WW1, this was where the Wound Chevron was worn. So some soldiers who saw service in WW1 and WW2 may wear both on the same sleeve at one point in time.
The service stripes were always worn on the US uniform on the lower Left cuff to denote lenght of time in service. These stripes varied slightly from WW1 through today's uniform but not very much. The overseas stripes were worn just above these and denote time served outside the USA. Custermen Oversea Service Stripes are for oversea service in disignated areas for designated time periods, not just oversea service anywhere/anytime. Army Regulation 670-1 outlines what these locations and times are.
To properly wear US Army Overseas Service Hashmarks, they should be worn centered on the lower half of the left sleeve of the service uniform. The bottom of the first hashmark should be placed approximately four inches above the bottom of the sleeve. The remaining hashmarks should be evenly spaced above the first one, with each hashmark representing six months of qualifying service.

Regulations for Wear a. Service stripes will be worn on the outer half of each sleeve of dress/service coats; gold on scarlet on the blue dress coat and green on scarlet on the green coat. Service stripes finished with either a merrowed (whip-stitched) edge or a cut edge may be worn. b. Service stripes will be placed at a 30 degree angle to the bottom of the sleeve. The first stripe will be placed as follows: (1) Blue dress coat; lower scarlet point of the stripe will meet the point of the piping of the cuff.
