Sweden for example tried to maintain a neutrality towards everything (you can really notice the "viking" ancestry there) allowed the Nazis to march through their country, in the hopes that Swedish people would be spared, and into the lands of their Norwegian brethren. This of course made the Nords pretty PO'd.
There are of course countries like Spain and turkey who were somewhat less responsible, but if you witness such blatant disregard for human life and you don't do anything. That would make you pretty responsible.
