Although the Kaiser ordered troops to fight in World War I, he is said to have been against the conflict and to have warned his generals that they would regret their actions. Some historians believe the Kaiser always believed this was something that should have been settled between the Royal Cousins without the need for the massive slaughter of World War I. Others believe he was largely a figurehead, kept around by the generals for public relations purposes only.

Wilhelm wanted greater trade links within Europe & countries abroad. As Germany's military growth was starting to alarm other countries, notably France & Great Britain, these two countries began squeezing Germany into a minor position of power in Europe. The powers that be in Germany would not stand for this & so began a volatile exchange of dialogue & over many years this became more & more hostile.
