Most of the harm that was done to the Jews by the Germans was a political movement, not a military one, as such it was the para-military organisation of the SS who did the most, with concent/orders from the government.

They killed people inside and outside of their own homes, they burned and destroyed property. They encouraged local populations to do the same. In other areas they collected Jews to be sent to ghettos and to concentration cams and to extermination camps.
