well it depends on where you are talking about but most places had rationing and rationing books but you were not really effected by this if you were away from big citys and towns.
But Russia suffered the most in ww2 as there was not a lot of food as it was being constantly attacked by the Nazis, but in a documentary it said that a lot of Russians resorted to having really small amounts of food but mixing it in with other things like sawdust in bread etc.
