In order to rejoin the Union, southern states were required to ratify the amendments that called for abolishing slavery, extending equal civilian rights and providing male suffrage to former slaves. They were also required to submit to military occupation. The secessionist states were divided into military districts that were headed by Union generals. Ratification of the thirteenth, fourteenth and fifteenth amendments were mandatory.

Within the Reconstruction Acts that Congress passed in 1867, it outlines a process for 10 Southern states that still had not rejoined the Union.

Election boards in each state would register as voters, all adult black males and all qualified adult white males.

The voters would elect a convention, which would adopt a new state constitution.

The voters would then elect a governor, and state legislature.

Finally, the state had to ratify the 14th Amendment.

After all these things had been done, the state would officially rejoin the Union.

The Southern States were to organise conventions which had to amend their own constitutions so as to conform them with the Constitution of the United States, including the incorporation of the Fourteenth Amendment.
