In order to rejoin the Union, southern states were required to ratify the amendments that called for abolishing slavery, extending equal civilian rights and providing male suffrage to former slaves. They were also required to submit to military occupation. The secessionist states were divided into military districts that were headed by Union generals. Ratification of the thirteenth, fourteenth and fifteenth amendments were mandatory.

Eleven slave states seceded. This included Texas, Louisiana,, Mississippi, Alabama, Arkansas, Georgia, Florida, North Carolina, South Carolina, and Virginia. Virginia seceded, then West Virginia seceded from Virginia and rejoined the Union.
