Initially London's dockland areas in East and Southeast London were the main targets in an attempt to starve the country into submission. The surrounding areas were also very commercial and there was also a densely populated residential area nearby. All of these were hit by saturation bombing. Later in the war, residential areas were targeted deliberately to try and terrorise the population.
