It depends upon the reason for the refusal. In the US there is a class called conscientious objector, who have religious or moral objections to war, who are not compelled to join the army even when other people are being drafted. However, if someone is deemed to have evaded the draft for selfish reasons, not wishing to serve their country at the risk of their own well being, those people were sent to jail.
Depending upon what army they belong too: Jail, Prison, or the firing squad.
