War reparations are the payments made between countries to cover the damages of war. Almost exclusively, these payments have been made by the defeated party.
Germany had to pay all the allies for all of the damage. This was the British and French plan to make Germany pay everything back, called "The Treaty Of Versailles". Germany had to pay unlimited indemnitys/reparations, this was the treaty. This is also what caused the spark of WW2.
