Polk was the president, but the man who took the Mexican governor to Sutter's Fort and hoisted the Bear flag was John C. Fremont.
It wasn't really a revolt so much. John C. Fremont was sent to CA to see if he could round up support to take the government from Mexico. The first place he went was to John Sutter. Sutter was perfectly positioned, had connections, and had his fort. This was a hard decision for Sutter since he got his land from Mexico and it was a land grant and he swore allegiance to Mexico. Yet, he did decide to throw his support to Fremont. Once Fremont had this he went to Monterrey where the governor was located and took him prisoner. He then sent him to Sutter to be held at his fort. As soon as Fremont had the governor things pretty well fell into place. He raised the Bear Flag over Monterrey and the republic was established. There were a few small incidents with Americans and the Mexican army in the mountains outside of LA, but it wasn't much. The President also had ships anchored off shore just in case there were problems. Soon after the gold rush started and CA became a state on Sept. 9, 1850.

The Bear Flag Revolt took place in California, while Mexico still had control of it. While US and Mexico were feuding, John Fremont, a US army major, began encouraging the Americans living in Mexico's California to revolt. 33 people did, creating a flag for the "California Republic". The flag had a bear and a star on it, thus came the name "The Bear Flag Revolt".

The original bear flag is in the State of California. There is also something called the Bear Flag Monument, and this is a way for people to remember the reason behind the Bear Flag.
The grizzly bear symbolizes "great strength" while the lone star is a reference to the lone star of Texas.Before Ca. adopted the Bear Flag in 1846, the state flag was the California Lone Star Flag, adopted in 1836. It consisted of a single red star centered on a white backdrop. It was inspired by California's first revolt against Mexican rule.

Ezekiel Merritt led the Bear Party from the Sacramento Valley to Sonoma where they arrived at dawn on June 14, 1846. They declared to General Vallejo that they had no leader, and indeed they elected first John Grigsby as their leader in Sonoma. Upon Grigsby's declaration that he wished to return to the Sacramento Valley once again, William Ide was chosen as the civil commander and Henry Ford as the military commander. When John C. Fremont and his men joined the Bear Party in Sonoma, he was declared the head of the commander of the Bear Party on July 3.
The CA flag is the "Bear" flag. It still flies everyday over the state. When CA became a state on Sept. 9th 1850 the US flag was added and both are used. The flag was designed and sewn by a little girl and commissioned by John C. Fremont. The story goes that when he captured the state from the Mexican government and took the governor captive he had the flag made to fly over Monterey The story states that the red stripe on the bottom first came from the petticoat of the girl who made it. By-the-way one reason why a bear was used on the flag is because in the early days of the state bears roamed the state and could be found in most regions. The Spanish use to capture them, dig a pit, and put a bear and bull together to watch the outcome. The bear population of the state is smaller and to see one you usually have to go into the high country. To shoot and hunt a bear takes a special hunting permit. To observe a bear is a real experience.
