I would say Russia's greatest weakness in the Great War was inadequacy of command. The Czar's uncle was the original commander, and he was marginally competent, but opposed by much more talented German commanders. In 1916 the Czar took personal command, which demonstrated his concern with the war, but brought command competency to a new low.
A case could also be made for an inadequate transportation net serving the front. Imperial Russian leaders had done little to develop a road net or railroads, which would have been extremely useful in positioning and supporting troops.
