homefront was having to fight in the war and reasons why and why not to fight in the war , eg having a certificate to proove you didn't have to fight, this was called certificate of exemption, or the local tribunal where they give you the right to be excused from the war. it is also the things you shouldn't do that could get you spotted eg. flying a kite , as they would see the kite an know there has to be a person at the end of the kite so therefore a plane would fly overhead and drop a bomb.

i am not sure if this is the perfect understanding of a homefront , but this is what we recently learnt about in class and our title was homefront, i hope this is a bit of help for you. glad i could help!
