Because although it had voted to join the Confederacy, Tennessee was divided in sentiment - the Eastern part of the state was quite pro-Union.
Tennessee was also the key to the Mississippi, which both sides wanted to command, as a major highway for troops and supplies.
Also, the South tried to pressure Kentucky into joining the Confederacy, which meant occupying as much of Tennessee as they could.
There were a number of very bloody Battles fought in Tennessee during the Civil War.
The Battle of Shiloh/Pitsburgh Landing was one of the earliest and bloodiest battles fought in Tennessee. The total cost of casualties in this battle was 3,482 killed (1,754 Federals/1,728 Confederates) and 16,420 wounded (8,408 Federals/8,012 Confederates).
The Battle of Murfreesboro/Stones River was another big and bloody battle in Tennessee. The total cost of casualties in this battle was 3,024 killed (1,730 Federals/1,294 Confederates) and 15,747 wounded (7,802 Federals/7,945 Confederates)
The Second Battle of Franklin is probably the most tragic battle fought in Tennessee but not the bloodiest. The total cost of casualties in this battle was 1,939 killed (189 Federals/1,750 Confederates) and 4,833 wounded (1,033 Federals/3800 Confederates).
The Battle of Nashville was the last big battle fought in Tennessee. The total cost of casualties in this battle was 1,887 killed (387 Federals/1,500 Confederates) and 7,058 wounded (2,558 Federals/4,500 Confederates).
These four battles were the biggest fought within Tennessee's borders. Of them Franklin was the worst for casualties not because more men died there than in the other battles (the didn't) but because more men died in five hours at Franklin than in two days at Shiloh despite this Shiloh remained the most costly of the battles fought in Tennessee in terms of overall casualties.
