We were not able to use all our military power in this war. We could not invade the North, we could not move into Laos and Cambodia (the Ho Ch Min Trial). In order to win a land war you must occupy the the enemy's for a period of time. We bombed the North but could not conduct any operations on the ground in North Viet Nam. (Short Answer)
