The grand strategy was known as Fushimi Taada, which translates loosely to Fire Wave. The plan was relatively simply and played off the idea of a coastal tidal surge caused by typhoons in the region (which are know in the US as hurricanes). However, rather than water, the intent was to use fire, and the various forms of incendiary devices applied to bombs , artillery shells and even the standard flamethrowers to "flood the area with fire". It literally resulted in a scorched earth policy that left no place for the enemy to hide and was extremely effective.
