The "Bonnie Blue" flag as we know it was first used on September 11, 1810 signifying the Republic of West Florida when the Spanish governor of that region east of the Mississippi River was captured in the fort at Baton Rouge. Since then it has been used in various forms during the Texas Revolution to their statehood (1836-1846). During the early years of the Civil War and through the Confederacy the Bonnie Blue flag was the popular "unofficial" flag of the south. Today the Bonnie Blue Flag is part of the state flags of North Carolina, Nevada, and Texas.

The official flag of the United States was established on June 14, 1777, by the Flag Act of that year. This act defined the design of the national flag, which featured thirteen stripes representing the original thirteen colonies and a blue field with stars. The number of stars has changed over time as new states joined the Union, but the foundational design dates back to 1777.

It can be flown whenever you want it to be. But to answer the question SHOULD it be flown in the rain, no. It should be flown when the weather permits from sunrise to sunset, unless it's an all weather flag. The American should be displayed 365 days a year from sunrise to sunset, with the exception of days it is raining. If it is raining at sunrise, you do not raise the flag. If it is not raining at sunrise, raise the flag; and if it starts to rain during the day, no matter the flag still stays up and you take it down at normal sunset.
