Lincoln's primary goal was to preserve the USA, not to liberate the slaves.

Restoring the Union and regaining the cotton revenues was true, however, his emancipation proclamation had other intents.

Lincoln's initial objective was to do all he could to keep the country unified. He said "I would save the Union ...If I could save the Union without freeing the slaves, I would do it; and if I could do it by freeing all the slave, I would do it" The president knew slavery was immoral and he disagreed with it, but his main objective was to save the country from splitting apart. Later on in the Civil War Lincoln saw it necessary to change the meaning of fighting the war; changing it to a war to free the slaves. This was done to save the Union.

When it became clear that the states that seceded from the US were serious about their attempt to form a new nation, US President Lincoln's first goal was end the rebellion and keep the USA intact. Later his goals changed as the war developed. His Emancipation Proclamation was a measured attempt to cause serious problems within the rebellious Rebel states.
