Mainly Great Britain did because we provided them with essential war material to fight off the Nazis, but we also did because of this agreement we could use some of Britain's Military bases

Militarily Britain did not gain as much as she hoped in the period before the USA entered the war, however what she did gain was a gradual breakdown of US neutrality such that after Pearl Harbor, even though Japan was the main aggressor, the US committed to defeat Nazism first. It might reasonably be argued that the financial and military concessions forced from the UK hastened their decline, however that decline had become an historical inevitability once the war started.
From 1941 to 1943 US aid to Soviet Russia was substantial and essential to their war effort, especially given the catastrophic disruption in their supply industries.

England received the most for the longest time under the Lend Lease Act. Russia would come in second. England paid the final payment for their debt under this act in the 1990s.
