You see, they were cake decorators or stage decorators or wedding hall decorators before the war broke out. But during the war, since nobody ate cake (Remember that French lady who said "Let them eat cake!"? but nobody could eat cake.) and nobody much went to plays or got married, decorators had to turn their skills to new arenas. Wala! Bravery decorators.
When someone was brave in the war, the bravery decorators came out of the woodwork and did their thing.
