Possibly President Richard Nixon. President Nixon caused the most damage to the North Vietnamese military with his extensive B-52 bomber campaigns (Line Backer I & Line Backer II), he also liked to use B-52's in Lao's and Cambodia. President Nixon also sent US GROUND TROOPS INTO CAMBODIA openly! In 1970. Then tried to do it again, this time in LAO's! In 1971. Congress stopped him that time, but the Lao's invasion went on anyway with South Vietnamese troops, and with US Troops right on the border, to support them. Soon after that, true to his (pre-election) word, he brought all of the men home!
