Different countries do it in different ways. In the US, only Congress can do it- but the Constitution doesn't specify exactly how, so it's always been done basically like passing a law. In countries that have a monarch, like Britain or Japan (before World War II), that monarch has the sole power to declare war, but they usually consult their advisors before doing so.

Nazism isn't technically a type of government, it's a political philosophy, like libertarianism (which is considered an opposing philosophy). However, it does advocate an authoritarian style of government.

Congress has the power to declare war. The president of the United States is the commander of the military but cannot declare war without Congress.
They have NO power to create any bill. Revenue bills are created in the House of Representatives only.
The Constitution grants Congress the sole authority to declare war.
The Senate has the sole power to try all impeachments and can make changes in tax bills.
The president may propose it, but it must be approved by congress before it's a formal declaration of war.
So, there wasn't a president who acted like a king and went to war. It takes congress to agree to go to war.
The executive branch has veto power over bills passed by Congress. The President can use the regular veto where he explains his problems and gives it back or he can just not sign it until time runs out.
