Numerous and varied individuals can be credited or blamed fror strategic
concepts employed in WW-2. The Fleets were faced with different needs
for projection of power. The German U-Boats were actively containing the
inflow of essential material required to build up forces for a new European
Front. The German battle fleet would not leave the safety of its protected
ports and Allied air power was incapable of destroying it in place. At its
best, CINCLANT was in a holding pattern. CINCPAC had problems unlike
the Atlantic. Japan was a Maratime Nation that had shown initiative, lots
of cunning, creativity and skill in the attack on Pearl Harbor. The US Navy's
failure to defend Wake, and to protect the Guadalcanal Landing Forces was indicative of a Navy that continued in Crisis Mode. The major victory
at Midway was actually an Intelligence Coupe. The B-25 raid by Doolitlle
was a Psychological Triumph and failed to accomplish anything. Division
of Power between Macarthur and Nimitz was a political blunder. At the
end it matters little, the Commander in Chief must bear the responsibility. Accept it. FDR was in charge. As the mantra of his succesor proclaims:

Britain intended to use its powerful navy to starve Germany and Austria-Hungary into submission. By maintaining a blockade of enemy ports it hoped to cut off supplies from the outside world.
War Plan Orange. The Orange plan was one of a number of war plans, collectively referred to as the Rainbow War Plans, developed to deal with a number of war scenarios in different parts of the world. These plans were written by the Joint Army-Navy Planning Board and not by the U.S. Naval War College. However, it is probable that many of the Navy writers incorporated ideas that they had learned while studying at the Naval War College. The annual Fleet Exercises were also important to developing the strategies incorporated into the Navy portions of War Plan Orange.
