While tensions with Spain had be rising for some time, war was declared when the Battleship Maine was destroyed. It was moored in Havana Harbor in Cuba (which was a Spanish possession) and inexplicably exploded and sank. The US government blamed Spain and soon declared war.

You must be asking about the US/Spain war in the 1890s. At that time Spain had lost most of its South American empire, and USA had stated the Munroe Doctrine, that it would actively oppose any European Power establishing or maintaining an empire in the Americas. Spain ruled Cuba, and the Cubans revolted and set themselves up as a Republic. Spain stated that it would re-take Cuba, and USA said that if it tried to do so, USA would interfere of the Cubans side. Spain declared war on USA. It lost, badly. The Spainish navy was destroyed, and USA landed troops in Cuba and helped the Cubans defeat the Spainish. This is how the USA came to be granted the right to maintain a naval base at Guantanamo Bay.
