Why cant the president declare war on another country?

contrary to many corporate-state manipulated textbooks, the Constitution of the U.S. states in article 1 section 8, clause 11: "Congress shall have Power To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water" not the president. the president only has the constitutional authority to command the war once it has been declared by congress.
