Underground bomb shelters, when they don't collapse under the weight of the ruined buildings above them, allow you to survive the bombing attack. You might come back up to the ground level to a flattened or worse, burning city, but you survived the bombing. They were quite common in urban English cities during WW2, as well as in Germany.
