Militarism in WW1 was that all the countries wanted a bigger and better army and navy so all the countries tried to get that and this made all the others feel threatened. This was giving off the impression that a war was going to happen I hope this helps! :D

In the case of terrorists it is impossible because they don't come from one country and are not offically accepted as a military unit in those countries.
