My understanding of lepers is very poor but it can be safe to assume that if they leave a piece of their flesh/bacteria on the handrail then it can (in some cases) re-animate and potentially infect someone who might touch it. It appears to me that lepers span the divide between humans and the undead as they are still partly alive but are carrying dead flesh. There is a concern amongst many learned people that they may one day cross over. Of course this would take humid conditions so highly likely in a place like Hong Kong.
