It was the first war that was in photos, weapons were developed durning the war that were the foundation for weapons today. The submarine was developed, spying using hot air balloons , flame throwers were used, the repeater rifle, barbwire, a bomb was developed, the draft was used, and many other things that make it the "first modern war"

The Civil War has become known as the first modern war for a variety of reasons. The first is that it was a truly modern "combined arms" war in which troops used cannons, cavalry, and small-arms fire, in addition to limited air forces. Secondly, it was a total war which affected large numbers of the civilian population. Thirdly, troops for both sides were mass-conscripted, resulting in the largest total number of soldiers gathered for war-making ever seen to that time in the modern age.

Many military historians will say that the American Civil War started as a classical Napoleonic war and evolved into something very close to a modern war. They will site Sherman's war on the Southern Economy and Grant's relentless war of attrition on the forces of Lee as the prototype of modern war. However it was not a modern war in the 20th century fashion as civilian casualties were extremely low, and damage to property, with the exception of Atlanta, Columbia, and Petersburg, was moderated.

The US Civil War is called a modern war (the first, in fact) because the soldiers used modern machine guns for one of the first times. Other new inventions used during the war, although none were widespread, included Submarines, Zepplins, and Ironclad ships. The Civil War was also the first war to feature total mobilization of both sides, as each directed all of its production towards the war effort.

The weapons used were invented that had never been used before. Submarines, repeater rifles, air reconnaissance, and hospital units. It was also the first photographed war which really brought the reality of war to the general population. These things and others make it the first modern war.
