It was not your choice to pick if you wanted to got to war or not. It was not optional you had to go. Unless you had a valid reason for not going like lets say you are too old and ill to go to war you would make weapons or work in a factory any way you would still be contributing some work for war.

Villagers were fearful of Americans.
There were evacuations in world war two to protect the children. The children would be evacuated to the country side as the Germans didnt bomb them as much as they did in the larger cities, town, villages etc.
The agricultural villages have small shelters. The people who work there could have shelters for them.

I would go mining in Extreme Hills biomes, or try to find Desert temples, jungle temples, and villages and they may have some there.
