Military personnel operating military vehicles in the course of military duties are not required to have a CDL. They must, however, have a military driver's licence for the type of vehicle they are driving. In the case of demilitarized vehicles sold on the civilian market, or even active service vehicles when operated by civilian employees or contractors, yes, if the vehicle specifications would otherwise dictate that it would need one.
If the Gross Combination Weight Rating (the combined Gross Vehicle Weight Rating of the truck and of the trailer) is in excess of 26,000 lbs., and the vehicle is of a type which does not fall under an exemption to CDL requirements (emergency vehicle, registered farm vehicle, military vehicle, or recreational vehicle), then yes, you need a CDL.
If the vehicle requires a CDL in service, it'll require a CDL for the test drive.
If the commercial vehicle requires a CDL to drive it, you do.
Yes, unless you fit the criteria to fall under the farm truck, recreational vehicle, military vehicle, or emergency vehicle exemptions.
Yes. Unless it's a type of vehicle exempt from CDL requirements (military vehicles, registered farm vehicles, firefighting/first response vehicles, recreational vehicles), that vehicle requires a CDL.
If it's not a type of vehicle which is exempted from CDL requirements under the FMCSR (farm vehicles, recreational vehicles, military vehicles, and emergency vehicles), then yes, it requires a CDL. It's not the air brakes which make it require a CDL - it's the weight rating.
If you are a military service member in the course of their duties, no, but you must have gone through hazmat handler certification. A civilian contractor or DOD civilian would need a CDL and hazmat endorsement.
As far as I can tell, the C70 has a Gross Vehicle Weight Rating in excess of 26,000 lbs., meaning you would need a Class B CDL to drive it as a single vehicle.
Air brakes have absolutely ZERO determination in whether or not a vehicle requires a CDL.
The air brakes don't matter, insofar as whether or not a CDL is required. As for the GVW being over 26,000 lbs., yes, unless your vehicle falls in criteria for the farm vehicle, military vehicle, emergency vehicle, or recreational vehicle exemptions.
Air brakes have absolutely NO effect on whether a vehicle requires a CDL or not.
The braking system doesn't determine whether or not a vehicle requires a CDL.
