You should provoke an enemy and make them raid your village while your troops are busy somewhere else. You cannot order a rat to do anything because it is considered a reinforcement from the Village of Elders. So the only way to get rid of it is to let an enemy or a friend attack your village with very small numbers (1-3 units will do away with your 1 rat).
