This is the "time set" mode.
After the hours reach 23, they will switch to 12-hour mode and continue to cycle from 12A through 11P.
If you continue to hold the Start button the hours will continue to switch between 12- and 24-hour mode after every 24 hours.
turn off time is greater than turn n time why because on state is does not changed.

I just asked this question, but someone helped me out, so here's the answer (I think): Turn your engine OFF, and then press the "hour" and "minute" buttons at the same time. [FYI, if you do this with the engine ON, the temperature reading switches between Fahrenheit and Celsius.]
the Clock is probably wired to the ignition and power is turned off every time you turn off the Car there fore you have to reset the clock.
If you cut off the hot power that goes to the radio all of the time, that will turn the clock off BUT you will not have any display or presets.
Ask your parents. They can turn it off I bet.
