Yes MIG 29 is far superior to F16. MIG 29 engine can be maneuvered according to our requirement.
According to wikipedia, a russian Mig 29 has a top speed of Mach 2.25 (2.25 times faster than the speed of sound). Whereas an american f 16 has a top speed of Mach 2+. So apparently they both r the same but statistically Mig 29 is faster.
There really hasn't been any significant confrontation between the two to verify or dispute this. There are some on-paper advantages of the MiG-29, but, overall, it's a plane probably better compared to the F-18 rather than the F-15.

Pakistan has more equipped and latest fighter planes as compared to Mig-29. F-16 5th generation and JF-17 are more capable fighter planes as compared to Mig-29.
Pakistan relies mainly on 4 different kinds of fighter planes. F-16, JF-17 Thunder, Mirage III and F-7P are the names of these fighter planes. Mig-29 is less advanced as compared to JF-7 as Mig-29 is equipped with old technology which was engineered by Russia in 1973.

It will be unwise to compare these two aircrafts. But if said so, jf-17 is single engine aircraft therefore, the payload it will take will be much less. The other thing is that its thrust/weight ratio will directly depend upon the engine it carries. Currently it is said that the engine of JF-17 will be RD-93 which is used as one of the two engines in Mig-29 so in principle JF-17 should have atleast half the weight of MiG-29. JF-17 will be primarily used as air superiority aircraft on the other hand MiG-29 is a multi-role aircraft. The main advantages JF-17 will have over MiG-29 is the low maintenance cost and new airframe with composite materials.
Both Mig-29 and Su-27 are Russian Fighter jets. They were developed in early 1970's by Mikoyan (Mig) and Sukhoi (Su) commissioned by the then Soviet Union to come up with modern jets of air superiority and advanced capabilities to compete with the F-14, F-16 and F/A-18 of the United States. Both Mig-29 and Su-27 have the same basic design (they both resemble the F/A-18) and the reason behind it is that at the time, the aircraft design students who later worked for Mikoyan and came up with the Mig-29 design were taught by a professor who worked for Sukhoi.
