Firstly, I assume the question refers to Mach 2, not March 2, which could be a marching at double time. Mach2 is not a speed as such. It is the ratio of the speed of an object through a medium relative to the speed of sound in the same medium. Now sound travels faster in water than in air. So Mach2 in water will be faster than Mach2 in air. As an extreme, the speed of sound in vacuum is 0 so Mach2 in vacuum will be 2*0 = 0!

the f-14 tomcat can travel at a speed of mach2+ (always depending on the weather) but that's its top speed, a bullet also travels at a speed of mach2. but when the jet fires the bullet it probably wont be going top speed, but yes if going top speed, the F-14 Tomcat can outrun its own bullets.

Also, I am not sure how you would treat measurements on arbitrary or subjective scales where there are no explicit units. Examples: Beaufort scale for wind force, or Richter scale for earth tremors. Events are often referred to in the form "an earthquake measuring 6 on the Richter scale", or "winds gusting at 10 or the Beaufort scale".
The F-22, being an air superiority fighter is naturally much faster. It is reputed to have a top speed in excess of mach2 -about 1450 mph (but you can seldom believe anything they publish, and I would not be surprised if it was faster than this.) -The B-2 is a stealth bomber with a high subsonic speed.
In short, no. The .17 Mach 2 and the .17 Hornady Magnum Rimfire are two different cartridges- they just happen to both have a 17 in their names. Only use the caliber of ammo that is stamped on the rifle. When chambered in a .17 HMR rifle, the .17 M2 will either not fire at all, or will split the cartridge casing on firing. The HMR has a larger case diameter and length than the M2.
