The pergo laminate flooring should last a long time under normal wear and tear. I would however suggest going with wood before the laminate flooring.

It shouldn't be done. Carpet underlay is usually to thick and flexible and won't provide the needed support under the laminate. It will flex too much causing it to break apart. you should check on the box what type of underlay is recommended for that specific product. There are as many types of underlay as there are laminates.

If it's springy at an edge the skirting trim will pin it down. If it's springy in the middle, there could be something under it, so it has to come up or it will eventually pertrude and destroy the board. Sometimes the board just needs to be forced in place and the floor will straighten and become more solid.
