The female vagina is sized per the girl's inherited genes, the action of sex hormones during puberty, and the girl's inherited height etc. Every girl's vagina is -- generally speaking -- unique to them. So there is no way to make a vagina smaller. Sex and pregnancy do not technically make the vagina permanently larger--instead, the effect is on tissues being stretched which partly occurs from the action of hormones during pregnancy. So, except for surgery (and that would only be done for very rare conditions!), there is no way to increase or decrease the size of the vagina.

If a woman has trouble feeling the male penis during sexual intercourse, this can be from many factors--but not related to size of the vagina. The vagina feels--mostly--pressure, such as from fullness. The male may not be fully erect. Try a different position, with different movements.
