Depending on what your need for it is, if its just for a standard model (no subdivision or mesh smooth ) you could make a blocked out shape.
and perform boolean operations to create the holes (assuming Swiss cheese is what your end goal is.. as it seems to be the most recognizable cheese formation )
The problem with booleans, is they do not create nice geometry. So any meshsmooth operations or sub divisions will not look good at all.
I made a wedge of Swiss cheese, I used 3dsmax, made a wedge , booleaned in a few spheres with a noise modifier to ranomize the shape of each hole a bit...
Then I exported the mesh, and imported it into Zbrush.
I used the retopology tools to create my own nice quad mesh out of the model.
This allowed me to use subdivision and add tons of detail to the cheese.
